Adds configurable presets to the navigation bar, allowing for a bit more organization for GMs

Features:

Create, edit, and delete navigation presets, which hide/show scene navigation buttons
Presets retain information about the scenes that are in them (such as active scenes and players in those presets)
Presets available for Players as well as GMs
